Fred Goldberg served as IRS Chief Counsel (1984-1986), IRS Commissioner (1989-1991), and Assistant Secretary of the Treasury for Tax Policy (1992). As a tax partner based in Skadden, Arps’ Washington DC Office, he has at various times served as global co-chair of the Firm’s tax practice and as a member of the Firm’s global Diversity and Pro Bono committees. In addition to his ongoing Skadden client work, he currently devotes half his time to diversity and pro bono matters. At present, his primary pro bono and public service matters include work on the following: (i) programs addressing the adverse impact of substandard housing on health outcomes, family wellness and the environment; (ii) children savings account initiatives in New York and Washington DC; (iii) tax treatment and related implications of the rapidly expanding array of government and charitable cash transfer programs ranging from issue specific initiatives (homelessness, hunger, education, health outcomes) to baby bond and guaranteed income initiatives; and (iv) IRS deployment of its long-term funding to deliver 21st century service and take a material bite out of the $6+ billion annual tax gap through effective use of technology, data, research and AI.
