Biographies

Timothy Flacke, Director of Business Development, D2D Fund

Timothy FlackeTimothy Flacke is Director of Business Development for D2D Fund and serves on the organization's Board of Directors. Prior to helping launch D2D, Tim worked as an independent consultant, author and grant writer in the field of asset development. In this capacity he co-authored The Individual Development Account Program Design Handbook, successful grant applications under the federal Assets for Independence Act (AFIA) program, and Dollar $ense, a financial education curriculum for IDA programs. Tim was a VISTA volunteer at Central Vermont Community Action Council during the start-up phase of that organization's American Dream Demonstration IDA Program, Tangible Assets. Before entering the asset development field, Tim managed employee benefits, risk management and stock option plans for Filene's Basement, Inc., a chain of off-price apparel retail stores with 5,000 employees in 13 states. He holds a Masters in Public Policy from the Kennedy School of Government at Harvard University and a Bachelor of Arts in Philosophy from Boston College.

Professor Tamar Frankel, Professor of Law, Boston University

Professor Tamar FrankelA member of the Boston University School of Law faculty since 1968, Professor Tamar Frankel is considered a leading expert in the areas of financial system regulation and corporate governance. She is the author of four major books: Trust and Honesty, America's Business Culture at a Crossroad (2006) (Oxford University Press); A two volume treatise Securitization ( 2d ed. 2006) (Fathom Publishing Company); A companion teaching book, Trust and Honesty in Real Life (with Mark Fagam) (2007) (Fathom Publishing Company); A four volume treatise The Regulation of Money Managers (2d ed. 2001) (with Ann Taylor Schwing)(Aspen Law & Business). Investment Management Regulation (3d ed. Fathom Publishing Company 2005)(with Clifford E. Kirsch);Professor Frankel has an L.L.M. and an S.J.D. from Harvard Law School and a diploma from Jerusalem Law.

Robert Friedman, Founder, Chair of the Board and General Counsel, Corporation for Enterprise Development

Robert Friedman Robert Friedman is Founder, Chairman of the Board and General Counsel of the Corporation for Enterprise Development (CfED). Since CfED's founding in 1979, Mr. Friedman and CfED have worked extensively with public and private policymakers in state and local governments, corporations, private foundations, labor unions and community groups to design and implement innovative and effective economic development strategies. CfED's work emphasizes job creation through enterprise development, with a special concern for approaches that help establish sustaining economies in chronically depressed communities and among economically depressed populations. Bob is a graduate of Harvard College and Yale Law School.

Fred Goldberg, Partner, Skadden, Arps, Slate, Meagher & Flom

Fred Goldberg Fred Goldberg is a partner in the law firm of Skadden, Arps, Slate, Meagher & Flom. He first joined Skadden, Arps in 1986, following two years as Chief Counsel of the Internal Revenue Service. From 1989 until 1992, Mr. Goldberg served as Commissioner of the IRS, and during 1992 he served as Assistant Secretary of the Treasury for Tax Policy. Mr. Goldberg advises clients as special counsel on a wide range of complex transactional and compliance matters. In addition to tax opinion work and advice regarding novel tax administration issues, he has directed compliance and management reviews on behalf of senior executives and boards of directors of various companies. Resident in Skadden's Washington office, Mr. Goldberg was a Member of the National Commission on Restructuring the IRS, a Member of the Center for Strategic and International Studies National Commission on Retirement Policy, and Executive Director of the Bi-Partisan Congressional Commission on Entitlement and Tax Reform. He holds a B.A. and J.D. from Yale University.

Lisa Mensah, Executive Director, Initiative on Financial Security (IFS), Aspen Institute

Lisa Mensah Lisa Mensah is an expert in using financial tools to improve the economic security of the working poor. At IFS, Ms. Mensah leads an advisory board of corporate executives and experts to explore financial products that build wealth from birth to retirement for America’s working families. Ms. Mensah began her career in commercial banking at Citibank prior to working 13 years with the Ford Foundation. Serving as Deputy Director of Economic Development for the organization, Ms. Mensah led the Foundation’s work in microfinance and women’s economic development, and became the leading national funder of individual development accounts. Ms. Mensah holds an M.A. from the Paul H. Nitze School of Advanced International Studies of The Johns Hopkins University and a B.A. from Harvard University.

Gail Snowden, Snowden Consulting Services, LLC

Gail Snowden Gail Snowden has devoted her life to building vibrant urban communities through over 35 years in the financial services industry and long involvement in philanthropy. Ms. Snowden retired from banking in 2004 as Executive Vice President, Strategic Alliances for Bank of America, a position she held after FleetBoston was acquired by Bank of America. In her three decades with Fleet and its predecessor BankBoston, Ms. Snowden held various posts but was perhaps best known for creating and growing to national prominence First Community Bank, a “bank within a bank” serving urban markets. Later, as Managing Director, Community Investment Group, she oversaw all activities related to Fleet’s work in urban and underserved markets, from lending to Community Reinvestment Act compliance. Ms. Snowden’s lifelong commitment to philanthropy led her to serve as President of the $73MM FleetBoston Financial Foundation and, later, as Treasurer and Chief Financial Officer of the $731MM Boston Foundation. She has been recognized with numerous civic awards and is the recipient of five honorary degrees, in addition to her BA in Sociology from Harvard / Radcliffe College and MBA from Simmons Graduate School of Management.

Anne Stuhldreher, Senior Policy Adviser to Governor Schwarzenegger and First Lady Maria Shriver

Anne Stuhldreher Anne Stuhldreher has been a key participant in the community development and asset building fields for more than a decade, advising elected officials, policy makers at the national, state and local levels, community-based organizations, philanthropic foundations, and think tanks working to build the wealth of low income individuals and communities. As a former Fellow at the New America Foundation and head of Strategic Services for Community Development, she published numerous Op Eds, policy papers, studies and reports related to strategies to help the work poor achieve economic independence. Anne has led several public-private partnerships, including the ground-breaking San Francisco Working Families Credit program and Bank on San Francisco initiative. She holds an M.B.A. and M.P.A. from the University of Texas at Austin, and a BA in Political and Social Thought from the University of Virginia.

Professor Peter Tufano, Harvard Business School

Professor Peter Tufano Peter Tufano is the Sylvan C. Coleman Professor of Financial Management, and Senior Associate Dean for Planning and University Affairs at the Harvard Business School. Peter is the founder and President of D2D Fund, Inc. Peter’s research is in the field of consumer finance, mutual funds, and financial engineering. His work in consumer finance ranges from field experiments, large scale empirical projects, clinical research, and course development (including a new Executive Education offering on the subject.) Peter is a Research Associate at the National Bureau for Economic Research, serves as a Fellow of the Filene Research Institute, serves on the FDIC’s Advisory Committee on Economic Inclusion, oversees the FDIC’s consumer finance research program, and sits on the board of the LMI Institute and the Global Association of Risk Professionals. Peter earned his Ph.D. in Business Economics from Harvard University, his M.B.A. from Harvard Business School with high distinction as a Baker Scholar, and his A.B. degree in economics, summa cum laude, from Harvard College.

Jim Wells, President, Wellspring Consulting International, Inc.

Jim WellsMr. Wells founded and manages Wellspring Consulting, which specializes in using technology to expand access to financial services for populations underserved by traditional financial institutions. Mr. Wells also works with a wide range of government, corporate, philanthropic and social organizations seeking to better serve the financial needs of low- to moderate-income consumers. Previously, Mr. Wells was Senior Vice President for Strategic Alliances at Electronic Funds & Data Corp, where he helped pioneer the concept of bank-centric, internet-based Electronic Bill Presentment and Payment (EBPP). Mr. Wells has over twenty-five years of management and consulting experience in traditional banking and non-traditional delivery of financial services with such firms as Citicorp, HongkongBank and MasterCard, in North America, Europe, Africa and the Middle East. Mr. Wells performed his post-graduate business course work at the C.W. Post Center, Long Island University and has a B.A. in Biology from the University of Miami.

Jeff Zinsmeyer, Executive Director, D2D Fund

Jeff Zinsmeyer Jeff Zinsmeyer is the Executive Director of D2D Fund and serves on the organization's Board of Directors. Jeff has over twenty-seven years experience in community development and the financial services industry. Prior to helping launch D2D Fund, he served as the Director of Community Development and Low / Moderate Income Marketing for FleetBoston Financial's Community Investment Group. Prior to Fleet's purchase of BankBoston, Jeff helped to develop and launch BankBoston's First Community Bank, where he supervised small business and real estate lending. First Community Bank is a nationally recognized urban bank which serves numerous low and moderate income communities throughout New England. Prior to his work with First Community Bank, Jeff was a Vice President of Acquisition Finance. Mr. Zinsmeyer has an M.B.A. in Finance from Columbia University Graduate School of Business, an M.A. in Economics from American University, and a B.A. in Sociology from University of Southern California.
